Organizational Structure
It was approved by Decision no. 255/2004 issued by the Bucharest City Council and it consists of the following departments/entities:
- Administration of General Directorate for Persons Records
- Administration of General Direction is formed by the following structures:
- Deputy Executive Director
- Department of Analysis, Guidance and Control
- Department of Data-Base maintenance
- Direction of marital status – formed of the following structures:
- Deputy Executive Director
- Department of guidance and control of the marital status
- Department of Mention of the marital status
- Department for Name-changing, transcription, reconstruction, dispensation
- Deputy Executive Director (economic) having under subordination the following:
- Accounting department
- Financial department
- Functional offices situated under the direct subordination of the Executive Director:
- Office of Human Resources, protection and medicine of work
- Service of public relations
- Juridical office
- Informatics office
- Investment office
- Administrative department
- Audit department
Department attributions:
1. Attributions of the person’s records department:
- Updating the Register persons records of Bucharest City uses the Permanent Register of recording the population
- Within the National Informatic System of Recording Population it provides necessary data for updating the Permanent Register of Population Recording
- It synchronizes and controls methodological the activity of persons recordings, public services and the recording of the persons of the Bucharest City’s sectors.
- It controls the management and preparation of the permanent election lists.
- It assures the emitting of the identity cards and vote cards
- It monitors and controls the way of obeying the legal stipulations in the domain of protecting the personal data.
- It accomplishes also other tasks in it’s area of activity, disposed by the General Council within legal measures or during normative acts currently running.
2. Attributions of the Directive of Marital Status:
- It guides and controls according to the methodology number 1/1997 for the unit application of the legal dispositions number 119/1996 regarding the papers for civil status, the whole activity of Marital Statusin Bucharest City.
- It follows the way of solving the deficiency consigned in the written record, ending up solving the errors found in the civil status papers.
- It makes regular controls of the management of the marital status certificates in the sectors 1-6
- writes the periodical statistics and the half-yearly analyses regarding the volume of activity of marital status in Bucharest, which are handed to National Committee for Persons Records
- Receives, controls and destroys the marital status certificates that aren’t completed correctly or that are canceled which are sentby the local public services for recording persons.
- Assures the existence of a representative at the giving-receiving of the management of marital status, at the changing of the marital status officers or when, for different reasons, the marital status officers is needed to be replaced for a period longer than 30 days.
- It writes and sends the whole marital status correspondence
- It writes papers with conclusions that results after investigations and controls performed in name-changing files in by administrative way and makes suggestions motivated of the approval or resignation of the application that are shown to the Mayor for approbation.
- Checks up the establishment of the transcription of the certificates of marital status files procured from foreign countries and returns them to the National Inspectorate for Persons Records for approbation.
- Advises the applications for reconstructions and further establishment of the marital status papers
- It co-operates with the judicial police services and criminology in the cases of unknown identity persons
- Organizes the instruction of the marital status officers for the improvement of the professional training including the sector zones, for the clarification of every problem appeared with the basic dispositions of the normative acts that improve the regime of marital status papers.
- Names a representative that will participate at contests for hiring specialized personnel in the civil status domain from the city hall.
- Assures the collaboration and permanent information exchange.
- Offers specialized information within the public relations program
- Assures the protection of information and data and disposes measures for preventing classified information to slip.
